Mid-October municipal update - Victoria-by-the-Sea
Brrrrr! With the last days of summer drifting into the rear-view mirror, and with damp fall days upon us, we’re hoping everyone can enjoy a cozy and warm weekend.

1 - New Councillors Appointed!
Today, October 13 at 2pm, was the close of nominations to fill 2 vacancies on Council.
Ben Smith and Linda Gilbert both submitted nominations, and as there were not more nominees than vacant positions, they have been acclaimed and are now members of Council. They may exercise their right to participate in and vote in meetings only after signing the Oath of Office, which we expect will occur next week.
Thank you to Ben and Linda - and to all current and past members of Council - for their commitment to local democracy, by nominating to serve in this role.
2 - RFPs for 2024 tenancies of the Welcome Centre & Leard’s Lighthouse
As per the new policy for annual RFPs (Requests For Proposals) for seasonal tenancy of municipal properties, we have published an RFP for both Leard’s Lighthouse and the Welcome Centre, for the 2024 summer season and potentially beyond.
If you (or someone you know) wishes to submit a Proposal, please find the details here. Proposals are due by November 30.
3 - October Council meeting rescheduled to Oct 18
Council - this month’s Council meeting has been again rescheduled, and will take place Wednesday October 18, 6:30pm at the Schoolhouse.
Committee of the Whole Council - Tuesday October 17, 6:30pm, for consideration of the Fire Services bylaw. See next item int he newsletter for details.
Planning Board - Tuesday October 24th, 4:30pm. This will be the final closed session to confirm the actions resulting from the review of legal advice received, which has taken place over the last 5 months.
Water & Sewer Commission - No meeting is currently scheduled.
As per our Procedural Bylaw, Agendas and packages for meetings will be published on the website 2 days in advance, at www.rmvictoria.com/agendas-and-minutes
4 - Oct 17 - Committee of the Whole meeting(s) on the Fire Services Bylaw
Council called a meeting as Committee of the Whole for this coming Tuesday, October 17, for consideration of the Fire Services Bylaw, which has passed first reading and which is awaiting 2nd reading.
At this meeting, we expect to hear the following people present and take questions on the current and desired relationship between their municipality and fire department, and the proposed Fire Services bylaw, based on the template provided by Municipal Affairs:
CAO Geoff Baker and Fire Chief Rodney Hickey from the Municipality of Kensington
Victoria Fire Chief James Boulter (Buster)
Victoria CAO Anna Keenan, if called by the Committee.
Some other guests were invited but unable to make the scheduled meeting time. If the Committee decides on a future meeting, other guests may be scheduled.
If any residents would like to present to Council on this topic, please express your interest by emailing victoriamunicipalitypei@gmail.com, and Council will consider your request.
5 - News from the Victoria Playhouse
On Sunday, October 22nd, a week in advance of Halloween, the Victoria Playhouse is hosting a ‘Haunted Theatre’ fundraiser event, from 3-5:30pm, performed by the Playhouse’s theatre students.
It is $5 cash admission, and there will be a bakesale, as well as a ‘musical ghost’ opportunity to contribute to the theatre getting a fresh coat of exterior paint in the spring. We hope to see you there!
6 - Audited Financial Return for FY 2022-23 published
The municipality’s annual Audited Financial Statements have been publishes, and are available here: https://www.rmvictoria.com/financial-plan
7 - Request for volunteers to assist in packing away picnic tables
October held out with some gorgeous weather, but it’s rapidly turning to a damp fall, so it’s time for us to pack the picnic tables in Victoria Park away. If you are available on Thursday 19th of October at 1pm (it looks chilly but dry that day), please email victoriamunicipalitypei@gmail.com to let us know, and we’ll meet you at the park on the causeway, to get them all put away. We are hoping for 2 or 3 volunteers, to help us get the job done easily. :)
